Web Competencies For Instructional Designers

In a post titled, "Competencies for Web+ISD" Jay Cross writes that most Instructional Designers have earned their credentials before the advent of "blogs, RSS, podcasts, microcontent, wikis, Google, and mash-ups."

His question is: "What Web competencies should generalist instructional designers have under their belts?"
