The eLearning industry is heating up and becoming competitive like never before. From personal experience I can say that its become much tougher to elicit responses from prospects that it was just a year back. The art of writing good proposals has assumed that much more importance for vendors looking to win new business. Here's an article then by Karl Kapp on "Writing a Winning eLearning Proposal".
